remember where Kafka was from, austro-hungarian empire, then czechoslovakia. Both of those were not very friendly places (considering he was a jew) But mabye he was actually writing about the government. But also remember what was happening in his life a the time. FB ring a bell? He had just separated from her and life was not going well for ol Franz. But then again the story was never ment to be published and the order of the chapters will always be a mystery. I think that if you look to the parable "Before the Law" you can draw that the Story is about the government at the time. That is my best guess about that.
