I think that what Kafka is trying to say here is that the man in this story was unwillinging to take any action to get through the gate. He won't take the iniative, in this way the man in the parable is like K himself as at the start of the book K won't take the iniative by not leaving the room he just does as the two mysterious men say. I think there is something there about missed oppurtunities as the man really misses any chance of getting in as he will not take any iniative.
